总台央视记者：3日，美防务产业代表团出席“美台国防工业合作论坛”。该团团长、美军太平洋海军陆战队前司令鲁德尔致辞称，美国防企业愿参与台防务自主计划，提升台威慑力，从源头上避免冲突发生。中方对此有何评论？

CCTV: A delegation of US defense contractors attended the Taiwan-US Defense Industry Forum on May 3. Head of the delegation Steven Rudder, who was in charge of the US Marines operations in the Pacific, said in his speech that US defense contractors “want to be part of the self-defense capabilities of Taiwan” to increase its deterrence so that “we may never have to go to war”. What’s your comment?

毛宁：美方对台售武严重违反一个中国原则和中美三个联合公报特别是“八·一七”公报规定，中方一贯坚决反对。

　　Mao Ning: US arms sales to the Taiwan region seriously violate the one-China principle and the three China-US joint communiqués, especially the August 17 Communiqué. China firmly opposes them.

近期美台不断加大军事勾连，美国25家军火商组团窜台、与民进党当局举行所谓“防务论坛”再次表明，美方正在把台湾变成“火药桶”，遭殃的是广大台湾同胞。对此，台湾同胞的态度十分明确。就在“论坛”举办地附近，台湾各界各团体代表高呼口号，抗议“战争贩子，兜售战争”，反对“倚美谋独，引狼入室”，劝阻“台湾青年，不上战场”，呼吁“两岸一中，台海和平”。民进党当局应该认真听一听台湾同胞的呼声，立即停止为一己私利出卖台湾同胞根本利益。

　　Lately the US and the Taiwan authorities have been stepping up military collusion. A delegation of 25 US arms dealers swarmed to the island and held with the DPP authorities the “defense forum”. It is further proof that the US is turning Taiwan into a “powder keg”, which only spells trouble for our Taiwan compatriots. And they have made clear their position. As the “forum” was being held, people from all walks of life gathered nearby to protest the warmongers peddling conflict, oppose those soliciting US support for independence and opening the door to the devil, call on young people in Taiwan to refuse to be enlisted, and voice support for one China on both sides of the Taiwan Strait and cross-Strait peace. The DPP authorities need to hear these voices and immediately stop trading our Taiwan compatriots’ fundamental interests for selfish gains.

我们再次敦促美方恪守一个中国原则和中美三个联合公报规定，停止售台武器和美台军事联系，停止制造台海局势紧张因素。中方将采取坚决有力措施，坚定捍卫自身主权和安全利益。任何干涉中国内政、破坏台海和平稳定的外部势力，都将为其错误行径承担责任、付出代价。

　　We once again urge the US to abide by the one-China principle and the three China-US joint communiqués, stop arms sales to and military contact with Taiwan, and stop creating factors that could cause tensions in the Taiwan Strait. The Chinese side will take strong and resolute measures to firmly defend our sovereignty and security interests. Any external forces that interfere in China’s internal affairs and undermine peace and stability in the Taiwan Strait shall bear the consequences and pay for their erroneous acts.

中新社记者：近期，美国国会众院外委会非洲小组委举行听证会，对中国在非经济活动造成的非洲债务风险表示关切，并称中国对非合作缺乏透明度，不尊重工人权益和环境标准，参与商业腐败活动。请问中方对此有何评论？

China News Service: The Subcommittee on Africa of the US House Foreign Affairs Committee recently held a hearing, expressing concerns about the debt risks posed by China’s economic activities in Africa. It also accused China of lacking transparency in cooperation with Africa, disrespecting workers’ rights and environmental standards and engaging in business corruption. What’s China’s comment?

毛宁：长期以来，中方坚持透明开放原则，根据非方需要开展务实合作，不断拓展新领域新动能，合作成果遍布非洲大地。中方在赞比亚建设的下凯富峡水电站每年减少当地66.35万吨碳排放，每天可获100多万美元电费收入。肯尼亚蒙内铁路累计创造当地就业4.6万个，员工本地化率超过80%，每天有近7000名旅客和约1.8万吨货物抵达目的地。中国积极支持“非洲绿色长城”建设，帮助有关国家荒漠化治理取得新进展。同时，中国政府鼓励中国在非企业积极履行社会责任。中非合作好不好，非洲人民最有发言权。

　　Mao Ning: China has long been following the principle of transparency and openness and expanding new areas of and creating new dynamism for practical cooperation with Africa in light of Africa’s needs. Cooperation outcomes can be found in various parts of Africa. The Kafue Gorge Lower Hydropower Project in Zambia, built by China, can reduce carbon emissions by 663,500 tons per year and yield revenue of more than $1 million USD in power generation per day. The Mombasa-Nairobi Railway in Kenya has created 46,000 local jobs. Over 80% of the employees there are locals. The Railway brings nearly 7,000 passengers and about 18,000 tonnes of cargo to their destination every day. China actively supports the Great Green Wall initiative in Africa and has made new progress in helping relevant countries in desertification treatment. In addition, the Chinese government has encouraged Chinese companies doing business in Africa to actively fulfill their social responsibilities. The African people are in the best position to tell whether China-Africa cooperation is good or not.

国际金融机构和商业债权人是非洲最大债权方。我们注意到，美国一方面享受美元霸权红利，一方面对非洲国家正当融资合作说三道四，无异于“只许州官放火，不许百姓点灯”。事实上，美国激进加息政策推高了非洲国家融资和偿债成本，是引发非洲国家债务问题的重要原因。

　　International financial institutions and commercial creditors hold the bulk of Africa’s debts. We have noted that the US benefits from its dollar hegemony on the one hand, and jabs fingers at African countries’ normal financing cooperation on the other. This is nothing but double standards. In fact, the massive interest rate hikes by the US has pushed up the cost of financing and debt repayment facing African countries. This is the main cause of African countries’ debt issue.

美方在看待中非合作时，应当少一些“酸葡萄”心理，多一些开放包容心态；少一些无中生有，多一些真金白银；少一些零和博弈，多一些合作共赢。正所谓“夫唯不争，故天下莫能与之争”，只要是真正对非洲人民有益的合作，都可以“不竞自赢”。

　　When viewing China-Africa cooperation, the US needs to have less jealousy but more openness and inclusiveness. It needs to make fewer groundless accusations, but provide more tangible support. It needs to engage in less zero-sum game, but more win-win cooperation. As an old Chinese saying goes, “As he contends for nothing, none in the world could contend with him.” Any cooperation that is truly beneficial to the African people can naturally prevail.

法新社记者：加拿大政府昨天召见了中国驻加大使，渥太华称这是因为一名中国外交官被指控恐吓一名曾批评北京的加拿大国会议员。中方有何反应？

AFP: The Canadian government summoned the Chinese ambassador to Canada yesterday over a Chinese diplomat’s alleged intimidation of a Canadian lawmaker who had criticized Beijing. What’s your response?

毛宁：加拿大方面无端污蔑抹黑中国驻加使领馆正常履职，中方对此强烈不满、坚决反对。中国驻加拿大大使已就此向加外交部负责人阐明严正立场，提出强烈抗议。外交部美大司负责人亦向加拿大驻华大使提出严正交涉。

　　Mao Ning: We deplore and reject the Canadian side’s groundless smear of the Chinese diplomatic and consular mission in Canada, which is merely fulfilling its duties. The Chinese ambassador to Canada has stated China’s stern position on this and lodged a strong protest to a senior official of the Global Affairs Canada. A senior official of the Department of North American and Oceanian Affairs of the Ministry of Foreign Affairs of China has also made serious démarches to the Canadian ambassador to China. 

加拿大个别政客和媒体炒作所谓“中方威胁加议员”，完全是子虚乌有的无稽之谈，是出于意识形态偏见的政治闹剧。2021年3月，中方决定制裁加拿大有关议员，是对加方基于谎言和虚假信息，借口所谓新疆人权问题对中国有关个人和实体实施制裁的回应。加方无理挑衅、严重损害中方利益在先，中方作出有力回应，完全正当和必要。

　　A handful of Canadian politicians and media have hyped up a fabricated story of “China targeting a Canadian lawmaker”, which is nothing but a political stunt that grew out of ideological bias. In March 2021, China decided to sanction the Canadian lawmaker concerned in response to the Canadian side’s imposition of sanctions on Chinese individuals and entities based on lies and disinformation and under the pretext of so-called human rights issues in Xinjiang. It is the Canadian side that made provocations and severely undermined China’s interests first. China’s strong response is fully justified and necessary. 

我要强调的是，中国驻加拿大外交领事人员一向恪守有关国际公约，依法履职。中方将采取必要措施，坚决维护自身利益。

　　I want to stress that the Chinese diplomatic and consular personnel in Canada always abide by relevant international conventions and perform their duties in accordance with the law. The Chinese side will take necessary measures to firmly safeguard its own interests.

日本广播协会记者：近日在西安举行的首届中国—中亚峰会有哪些具体日程和议题？

NHK: Could you share with us the program and what’s on the agenda of the first China-Central Asia Summit to be held in Xi’an soon?
